Abstract

The basic research problem of this project is to design and develop systematic and valid procedures for determining billet/paygrade relationships. Once significant billet requirements (factors) are identified as indicative of job worth, a significant part of the problem remains in developing information gathering procedures for obtaining data about these billet requirements on a large scale. The purpose of this report is to describe both factors and factor degrees selected as indicative of job worth, and to describe through discussion of a pilot test of the data gathering instrument, the effectiveness of the Rating Billet Inventory (RBI) as a method for obtaining occupational information for use in billet evaluation.
