A Confidence Scale for Intelligence Reports: An Application of Magnitude Estimation Scaling.

Abstract

The level of confidence placed in intelligence reports with any of the 36 letter-number codes is derived from magnitude estimation scaling. The relative worth of agents is reported. Using values of seriousness of insurgent activities and confidence expressed in the available reports, a practical procedure is offered for a simple display of these two kinds of information and their implications for decision-making.
