SEDS: System Effectiveness Data System, Volume I. Management, Analysis, and Programs.

Abstract

The problem of providing the Department of Defense with the ability to monitor weapon system evaluation and/or support activity with an 'in house' data analysis capability supported by a set of automated computer programs and analytical techniques is the subject of this report. The approach used in resolving the problem is based on the concept of a 'single thread data system' with consistent data elements, definitions and analytical techniques capable of providing management data products throughout the life cycle of weapon systems. The result of the research and development effort is the System Effectiveness Data System (SEDS) described in the two volumes of this report. Volume I identifies each of the data products developed. The presentation gives a management type justification for the development of each data product, the relevant mathematical analysis, the data element requirements, and a general description of the computer programs required for each data product.
