Estimating Resource Allocations for RVN Land-Combat Forces

Abstract

This document describes methods and source documents required to estimate historical total resource allocations in support of the Republic of Vietnam (RVN) Army, Regional Forces, and Popular Forces and to derive planning factors from such allocations. The methods described cover all known US and RVN sources and provide for estimating the total resources provided for each force by US fiscal year in terms of costs of materiel delivered, maintenance of materiel, construction and maintenance of facilities, pay and allowances, and miscellaneous activities and agencies. The methods do not provide for differentiating between investment costs and operating costs, or for identifying US Army funding sources in terms of budget programs.
