EMPAC Phase II Report.

Abstract

The EMPAC Phase II Report deals with the work done in a developmental stage of the Executive Management Planning and Control system (EMPAC). This system has as its objectives the following goals: Define substantive intelligence objectives or informational end purposes; Describe, analyze, control, and evaluate any activity within the intelligence system in terms of these objectives; Monitor operations to determine whether there is effective balance within the system.
