System and Cost Effectiveness Manual for System Developers

Abstract

The manual defines and describes the system and cost effectiveness management implementation process which will provide both Air Force and contractor management with the necessary mission responsive criteria, authoritative perspective, and visibility for critical system development decisions. Technical activities, procedures, guidelines, and objectives for the efficient and meaningful formulation of effectiveness criteria, and for the evaluation and assurance of effectiveness, are detailed on a step-by-step, time- phased action basis for each of the systems management phases of concept formulation, contract definition, and acquisition. Specific application guidelines are detailed for each of six major classes of Air Force systems to provide intelligence on the needed technical translation of the general effectiveness procedures for specific applications.
