Planning an Exploratory Development Program (Resource Allocation).

Abstract

The method for meeting tomorrow's needs with limited resources is discussed. There are two roads to the future: (1) recognizing requirements and (2) exploiting technology. The Navy is taking both roads; Exploratory Development Goals state requirements, and the Navy Technological Forecasts indicate technological possibilities. By relating EDGs and NTF in a systematic manner, and important communication network may be established between manager/decision maker and scientist/engineer. The ability of the Navy to meet its future needs depends upon how resources are allocated to research and development today. A payoff function is developed which measures the total value derived from work in all the technologies and allocates funds to maximize the technological payoff. A modification of the payoff function is suggested which allows specification of minimum funding levels for each technology. A program is written for a time-shared computer system, so the manager/decision maker can dynamically review trial solutions. (Author)
