The Local Red Cross: Policies, Programs, and Problems in Disaster Relief.

Abstract

The Red Cross becomes involved in almost every disaster of any magnitude in the United States. This paper focuses on the operations of the Red Cross during the emergency period -- its problems and the possible organizational sources of the difficulties it has. The study examines the disaster response of local Red Cross chapters and these activities are placed in the context of their relationship to national policy and extracommunity Red Cross personnel. This paper describes the disaster tasks which members perform and the mobilization of personnel and materials to perform these tasks in emergencies. Both the intra- and inter-organizational consequences of this mobilization for disaster are examined. A final chapter looks at the wartime role of the Red Cross and the implications for Red Cross operations in a nuclear environment.
