A Naval Intelligence Research Facility: Objectives, Organization, and Operation

Abstract

The findings of this report reaffirm the major recommendations made in an earlier effort, viz., that a Naval Intelligence Research Facility (NIRF) be established and that the Naval Intelligence Research Advisory Group (NIRAG) be reorganized. Within the context of these two recommendations, this report describes the objectives of these two activities and presents an organizational and operational configuration which appears most feasible in light of existing objectives and constraints.
