A Plan for Studying the Role Performance of Local Civil Defense Directors.

Abstract

The purpose of the report was to examine past studies of the local civil defense director with the objective of developing conceptual frames of reference and methodologies which might be used for conducting improved analyses. The review of literature indicated that the role and performance of the local director could be analyzed by attempting to answer three questions: What is the role of the director. How well is that role being performed. Third, what factors are related to level of performance. On the basis of the assessment of past research it was suggested that future research on the director take as its basic model a vertical-horizontal linkage model which views the director as a coordinative link between a loosely organized 'vertical' civil defense organization (federal, regional, state and local levels of CD) and the many subsystems which make up the local community.
