Abstract

The document provides the technical concepts for the transition from the manually operated semi-automated telecommunication systems in use today to those required for the late 1970's. The transition is accomplished in two major phases. For the first phase, the plan presents technical concepts for consolidating and automating message processing functions and facilities on an area basis, utilizing current technology and networks to meet record information transfer requirements for the early and mid 1970's. For the second phase, the plan presents technical concepts and a management approach for developing an all-digital military telecommunications system which will satisfy the secure voice, record traffic data, and audio-visual information transfer requirements projected for the later 1970's and beyond.
