Causal Model Analysis of Local Civil Defense Director/Coordinator's Building Roles in Horizontal-Vertical Community Systems.
Abstract
The role of the local civil defense director/coordinator (LCDC) is widely regarded as crucial for an effective civil defense system. The objectives of this report were to examine the role of the LCDC within the present civil defense organizational structure. Causal flow models were developed and tested with existing data. The statistical technique which was used to develop and test the causal flow model was path analysis. This technique permitted researchers to determine the causes of behavior on the part of LCDCs. The models specified multivariable (causal) relationships among a series of independent variables and the dependent variables. A second objective was to trace the implications from the causal flow models for program planning and training of local coordinators. A final objective was to expand and suggest alternative empirical measures of variables included in the models. In addition, the possible use of the integrated management information system (IMIS) as a sampling base for future research was discussed. (Author)
