On Line R and D Programming and Budgeting. Volume I-Main Body.
Abstract
A man-machine interactive system is developed to assist programming/budgeting exercises involving research and development programs, elements, and projects. The system augments manual procedures by adapting or replacing paper, pencil, manually prepared formats, manual data files and adding machines with an electronic scratch pad. The latter is, in fact, a computer-linked cathode ray tube/teletype console by means of which the user retrieves and displays the pertinent stored data in familiar format; in addition, the system automatically completes bookkeeping calculations subsequent to user entered funding changes. In this way, the R/D decision maker can devote his entire attention to the application of judgments in the same way that he has applied them in the past, but without the associated drudgery of manual data retrieval, recording and arithmetic operations. The resulting saving in time and effort permits exploration of more alternative allocations which in turn provides users a better rationale for the allocation finally selected. (Author)
