Evolution of the Data Proliferation Problem within Major Air Force Acquisition Programs.

Abstract

Excessive documentation submitted during the acquisition of major weapon systems has been a continuing concern to top DOD and aerospace industry officials for some time. This study provided a documented retrospection necessary for understanding and insight into the problem of data proliferation. It described DOD acquisition and source selection strategies as well as SPO management procedures that have affected the submission of data for contract proposal and program management over the past two decades. It concluded, paradoxically, that the shorter the amount of time allowed for competitive design definition, and the more intense the competition, the more data submitted. (Author)
