System Analysis Guide.
Abstract
This Systems Analysis Guide is based on results of a series of short courses and seminars on system and cost effectiveness analysis and on specific needs of NWC programs. Although the strength of the approach offered here has been demonstrated, it must be recognized that system analysis is in its infancy, and that time and resources constrained the depth to which many topics could be treated here. Section 1 introduces some theory and important concepts of systems analysis, and presents the framework of a system analysis plan. Section 2 expands on this plan and recommends factors to be considered and the studies to be conducted in the course of any weapons development program. Section 3 discusses in detail some of the tools which may be used in conducting the studies recommended in Section 2.
