A Command Control Structure for Sublimited Warfare.

Abstract

This report presents results of a study involving three tasks: (1) identification and description of Navy-Marine Corps command control tasks associated with low-intensity conflicts; (2) determination of whether existing and planned for Navy and Marine Corps capabilities can perform these tasks; and (3) formulation of a recommended program of command control requirements studies and analyses, and systems planning needed to satisfy an orderly development of required command control capabilities. An idealized command control system planning scheme based on the RDT and E cycle was used as a guide for structuring an elaborate questionnaire and interview format. Knowledgeable military and civilian personnel were requested to respond to the questionnaire on the basis of either (1) a scenario context which simulated the three classical phases of an insurgency/counterinsurgency conflict, (2) a synthesis of their experiences in sublimited warfare operations, or (3) particular operational experiences obtained during the Dominican Republic peace force operation. Other individuals were requested to respond to the interview questions on the basis of an overall Navy-Marine Corps perspective regarding sublimited warfare operations. Findings and recommendations obtained from the completed questionnaires and interviews are organized with respect to the three study tasks. (Author)
