Inter-Service Communication- Can It Be Improved.

Abstract

This paper considers inter-Service communication below the level of Service Staff to be a management necessity. Specifically, the Major Command level is addressed to show that current ad hoc communication efforts can be improved by using a method involving Major Command contact agencies. The author offers his own identification of the conditions necessary to make such a system work and includes a basic model for inter-Service communication. The model stresses the importance of using a knowledgeable contact agency for expediting the communication, following up on the information exchanged, and disseminating the communication to the Commander and other interested agencies. After establishing a theoretical system, the existing inter-Service communication techniques being employed by Combat Development Command (CDC) of the US Army and the Tactical Air Command (TAC) of the US Air Force are examined in light of the conditions established at the outset. This examination indicates that both CDC and TAC are succeeding in their efforts and that inter-Service communication can be improved. While some considerations are offered for the future of both the CDC and TAC efforts, it is apparent that this type of communication methodology warrants careful consideration by every Major Command.
