Is 'Fly-Before-Buy' Here to Stay.

Abstract

Improvement of the weapon systems acquisition process continues to be a high priority goal within the Department of Defense. The Fly-Before-Buy concept of procurement has been implemented as a replacement for the Total Package Procurement Concept (TPPC). The issue addressed by this study is whether or not the Fly-Before-Buy approach will eliminate the shortcomings of the TPPC and whether urgent requirements can be satisfied by Fly-Before-Buy strategies with the timeliness of concurrent development/production strategies. The F-111 and the F-15 programs are used as vehicles to compare TPPC and Fly-Before-Buy. It is concluded that Fly-Before-Buy offers some improvement over TPPC; Fly-Before-Buy is not the final solution to all procurement problems. It represents a relaxed approach to weapon systems acquisition that will fluorish during periods of peace and tranquility only only to be replaced by a concurrent approach during times of urgent need.
