Integrated Test Program Manual for Application by Contractors during Hardware Development Phase.

Abstract

Use of a system is always accompanied by a definite risk of failure, which may arise from deficiencies of design, manufacture, materials, or other essentials. The underlying purpose of any test is to evaluate that risk in whole or in part. Evaluations can be made using quantitative or qualitative criteria, but the basic question to be answered is whether the risk implicit in using the system is measurable and acceptably small. Before a complex Naval system can be deployed, a great many such elements of risk must be evaluated. Usually, therefore, many types of tests must be conducted, primarily during the development phase. In total, these tests may occupy an appreciable part of the facilities and manpower resources committed to the program and may account for a substantial part of the program's cost. Planning and managing tests is a challenging task for which no standardized approach has heretofore been available. This manual has been written to meet the need for such an approach, particularly within the frame of reference provided by FBM weapon system procurements. Nevertheless, the methods described are completely general and applicable to any type of system. The specific objectives of this manual are to provide SSPO contractors with a program for structuring and administering development test programs in accordance with clearly defined criteria of necessity, sufficiency, and cost-effectiveness, and to provide SSPO with the means to evaluate and monitor such programs.
