Budgetary and Technical Implications of the Administration's Plan for National Missile Defense

Abstract

This paper examines the costs to deploy and operate the planned system (including the costs of complying with recommendations from the recent Panel on Reducing Risk in Ballistic Missile Defense Flight Test Programs), notes other funding proposals by the Administration for efforts to counter weapons of mass destruction, assesses the current status of the NMD program, compares it with previous major acquisition programs, and considers other countries reactions to NMD and possible U.S. responses to those reactions. In keeping with CBOs mandate to provide objective, impartial analysis, the paper makes no recommendations.
