Abstract

This report is the first of two reports addressing the acquisition of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS). We assessed the Army's conclusion regarding the liability for the JLENS property damaged in an accident at a subcontractor's facility.
