The Air Force Did Not Monitor the Energy Savings Performance Contract at Joint Base McGuire

Abstract

Our objective was to determine whether Air Force controls for monitoring energy savings performance contract (ESPC) performance were effective. Specifically, we determined whether the contracting officers representative (COR) performed effective contractor oversight and surveillance on an ESPC at Joint Base McGuireDix-Lakehurst, New Jersey.1
