U.S. Transportation Command Needs Further Improvements to Address Performance Concerns Over the Global Privately Owned Vehicle Contract 3

Abstract

We conducted this audit in response to a Congressional request concerning theU.S. Transportation Command (USTRANSCOM) Global Privately Owned VehicleContract (GPC) III ( HTC711-14-D-R025). O ur objective was to determine whetherUSTRANSCOM contracting personnel incorporated adequate controls to properlymonitor contractor performance and to address performance concerns on theGPC III. S ee Appendix A for t he scope a nd methodology a nd prior coveragerelated to the objective.During the audit, we also notified USTRANSCOM that the contractor was notstoring privately owned vehicles (POVs)1 for Service members a nd Federal c iviliansat the Chester Storage Facility, Chester, South Carolina in accordance with theterms of the contract. See Appendix C for additional information regardingUSTRANSCOMs notification to IAL and IALs response.
