Abstract

Military personnel costs are often difficult to calculate and the relevant costs depend on the specific questions at hand. Personnel cost much more than is generally recognized. Indirect costs are important and much of the the cost is deferred. In addition, organizations often get military personnel at no cost to themselves. This likely distorts many decisions.
