Final Environmental Assessment for the Disposal of the Former Lynn Haven Fuel Depot, Tyndall Air Force Base, Florida

Abstract

This document is for the disposal of the LHFD property and focuses on the: (1) 40-acre portion of the main LHFD property anticipated to be conveyed to FSU (referred to as the FSU parcel); (2) 94-acre portion of the main LHFD property excluding the FSU parcel; and (3) 50-acre rail spur. It is anticipated that the 40 acres will be conveyed to FSU for use as a satellite (research) campus in accordance with Section 2843 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2008, Public Law Number (No.) 110-181. It is anticipated the 94- and 50-acre parcels (collectively referred to as the non-FSU LHFD property) will be conveyed to the City by special legislation conveyance authority in Section 2835 of the Carl Levin and Howard P. "Buck" McKeon NDAA of FY 2015, Public Law No. 113-291. In the event any of the above property is not transferred to FSU or the City by the afore mentioned methods, then the Air Force will arrange for disposal of the non-transferred portions of the LHFD property through negotiated or public sale by the General Services Administration (GSA) under the Federal Property and Administrative Services Act (FPASA), specifically under the provisions in 40 United States Code (USC) 545.
