Abstract

Since their establishment, the Department of Defense research and development laboratories have played a crucial role in the development and movement of technology into new or existing weapon systems. Nevertheless, in the past several years, a number of studies have documented a series of problems that continue to plague the DOD laboratories. Consequently, in October of 1989, at the request of the House Armed Services Subcommittee on Research and Development, the Congressional Research Service coordinated a one day workshop on "Challenges confronting the DOD Laboratories."
