Documentation of Production: Allied Medical Publication 8(A) Medical Planning Guide of NBC Battle Casualties (Chemical)
Abstract
In 1996, the Institute for Defense Analyses (IDA) began to participate in the development of Allied Medical Publication 8, Medical Planning Guide of NBC Battle Casualties, Chemical (AMedP-8 Chemical) for the US Army Office of the Surgeon General (OTSG). This task employed contemporary modeling and simulation tools to estimate the numbers and types of casualties that would result over time from an attack with a chemical weapon. In the models, attacks with GB, VX, and HD occurred in the setting of various tactical scenarios. As part of the current task for OTSG, IDA has documented the efforts of 1996-2001 that produced and ratified AMedP-8 Chemical. The documentation describes the use of VLSTRACK and BioStrike models for optimizing aim points and estimating chemical exposure, and the use of the DICE/IDP methodology to estimate casualties based on chemical exposure. It presents modeling inputs and assumptions, detailed descriptions of the tactical scenarios, and chemical exposure data used to produce the document. It also contains tables summarizing casualty scenarios in the document and recommends areas for revisions to be considered for future versions of AMedP-8 Chemical.
