DoD Identity Matching Engine for Security and Analysis (IMESA) Access to Criminal Justice Information (CJI) and Terrorist Screening Databases (TSDB)

Abstract

PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (a)), Secretary of Defense Correspondence Action Report (Reference (b)), and Annex D of the Memorandum of Understanding between the Federal Bureau of Investigation (FBI) and DoD (Reference (c)), this instruction: a. Incorporates and cancels Directive-type Memorandum (DTM) 14-005 (Reference (d)) to update established policy and assigned responsibilities for accessing the CJI and TSDB through IMESA. b. Provides for the use of CJI and terrorist screening information retrieved through IMESA to support the DoD physical security program in DoD Instruction (DoDI) 5200.08 (Reference (e)) and DTM 09-012 (Reference (f)); personnel security program in DoDI 5200.46 (Reference(g)); insider threat program in DoDD 5205.16 (Reference (h)); antiterrorism program in DoDI 2000.16 (Reference (i)); and maintenance of law and order on DoD installations. c. Provides for DoDs use of CJI and terrorist screening information retrieved through IMESA for crime prevention, antiterrorism, and implementation of personnel screening to comply with Title I of Public Law (P.L.) 109-248 (Reference (j)), P.L. 101-647 (Reference (k)), and Title I of P.L. 107-56 (Reference (l)).2.
