Essential Medical Capabilities and Medical Readiness

Abstract

The Military Compensation and Retirement Modernization Commission found that there is a significant risk that gains to medical readiness developed during the wars in Iraq and Afghanistan will be lost as the medical community returns to a peacetime focus on beneficiary healthcare. To prevent this loss and improve medical readiness, they provided a comprehensive recommendation to reform military healthcare--including introducing the concept of Essential Medical Capabilities (EMCs). In hearings on the Commission's recommendations, the Congress asked how EMCs should be developed and implemented. This paper provides a systematic analysis of current readiness reporting processes and gaps, and makes recommendations on how EMCs can be used to fill these gaps and how a rigorous process can be established for the development of EMCs.
