The Black and White of Fraud, Waste, and Abuse
Abstract
Defense budgets and procurement activity have risen dramatically over the years, increasing from $304 billion in fiscal year 2000 to almost $700 billion in fiscalyear 2008. Contracting for goods and services also saw substantial increases, with more than $315 billion awarded on contracts in 2007. The volume alonecreated a strain on DoD procurement resources, but when it is considered that resource levels remained flat during this time, the environment was ripe for increased opportunities for fraud. Throw in increased urgency in DoDs support for the warfighter and you create the perfect storm for fraud, waste, and abuse; and that is exactly what we see in the news.
