Abstract

Performance Based Logistics (PBL) is a strategic readiness imperative. As a weapon system sustainment strategy, it is an integral mechanism by whichthe Department of Defense (DoD) seeks to break the stranglehold of the death spiral, which former Under Secretary of Defense for Acquisition, Technology,and Logistics, Dr. Jacques Gansler, warned of in his testimony to Congress earlier this decade.
