Abstract

How does DoD create a system to track its totalnet worth of equipment? What is the real costof a heavily used F/A-18 versus a sparingly usedone? How does DoD standardize acquisition dataacross the enterprise and ensure that informationis shared with those who need it? These are just a few ofthe types of questions Dr. Nancy Spruill is answering in herposition as director of acquisition resources and analysis inthe Office of the Under Secretary of Defense for Acquisition,Technology and Logistics (OUSD[AT and L]). In June, she tookthe time to discuss several acquisition improvement initiativeswith Defense AT and L: the recent changes implementedfor the business, cost estimating, and financial managementcareer field; developing better cost-growth tracking methodologies;and other topics.
