Acquisition Practices Used at United States Marine Corps Program Executive Officer Land Systems: Program Manager Medium and Heavy Tactical Vehicles

Abstract

This audit was initiated in response to allegations made to the Defense Hotline about Program Executive Officer Land Systems, Program Manager Medium and Heavy Tactical Vehicles (PM MHTV), acquisition practices. This report discusses allegations with the PM MHTV plan to procure additional Automatic Fire Extinguishing Systems (AFES) before addressing safety risks identified in the initial systems purchased. We will issue another report discussing our review of allegations that the PM MHTV: requested funding for unknown, future projects without valid and defined requirements; initiated acquisitions without a documented and validated requirement; committed to equipment solutions without considering lifecycle costs or nonmaterial solutions as alternative solutions; and failed to document acquisition decisions and that the proper authority made those decisions.
