Staffing for Cyberspace Operations: Summary of Analysis

Abstract

The Cyber Mission Force (CMF) represents a major force structure planning and programing effort to build cyberspace operations capability. The Director, Total Force Management, Under Secretary of Defense for Personnel and Readiness and the Deputy Director, Analysis and Integration, Cost Assessment and Program Evaluation asked the Institute for Defense Ana lyses (IDA) to examine and evaluate the current and projected use of the Total Force mix on the portion of the cyberspace operations workforce addressed by the CMF. IDA examined current cyberspace doctrine, tactics, and other relevant concepts of employment for the CMF to apply the procedures for determining workforce mix found in Department of Defense Instruction (DoDI) 1100.22, Policy and Procedures for Determining Workforce Mix. Additionally, we used DoDI 7041.04, Estimating and Comparing the Full Costs of Civilian and Active Duty Military Manpower and Contract Support, to estimate the manpower costs of the CMF staffing plans developed by the Services and the alternative staffing plan developed by IDA using the procedures in DoDI 1100.22. Although the analysis indicates that DoD could potentially achieve considerable manpower savings by more closely following the workforce mix procedures in DoDI 1100.22, the absence of team performance data precluded an analysis of how the workforce mix affects the team's ability to accomplish its mission. The lack of performance data also limited the analysis of the military and civilian career management needs for an effective CMF. Finally, the team concluded that DoD needs a legal framework-elements of which are developed in the analysis-for identifying those CMF positions that meet a legal definition of direct participant in cyberspace hostilities.
