Abstract

On 11 October 2012, Defense Secretary Leon Panetta painted a grim picture of the emerging cyber threats to national security; warning of the possibility of a cyber Pearl Harbor should an aggressor nation or extremist group gain control of critical switches or infrastructure.1 Panetta described an attack as destructive as the terrorist attack on 9/11 which could virtually paralyze the nation with derailed trains, spilled chemicals, millions without power, and contaminated water, but is an extremist group capable of conducting attacks on critical infrastructure through cyberterrorism?
