Capabilities for Constrained Military Operations

Abstract

Today, the United States is engaged in a global competition with emerging and resurgent global powers, aspiring regional hegemons, and non-state actors seeking to undermine aspects of the post-World War II international order. The challenges of this era seem more pressing than those of the recent past, due to the global scope of American interest, the proliferation of disruptive capabilities, and the increasing access to information, both real and false, of an interconnected world.
