Defense Science Board (DSB) Task Force on Cyber Deterrence

Abstract

This body of work represents a two-year study effort by its accomplished members who have sought to identify the requirements for effectively deterring both costly cyber intrusions and the full range of cyber attacks. If implemented, the recommendations in this report - some reinforcing ongoing DoD efforts and many others proposing new activity - will bolster U.S. cyber deterrence and strengthen U.S. national security.The Task Force notes that the cyber threat to U.S. critical infrastructure is outpacing efforts to reduce pervasive vulnerabilities, so that for the next decade at least the United States must lean significantly on deterrence to address the cyber threat posed by the most capable U.S. adversaries. It is clear that a more proactive and systematic approach to U.S. cyber deterrence is urgently needed.
