EL DESARROLLO DE CAPACIDADES Y SU INFLUENCIA EN EL DESARROLLO DE LAS OPERACIONES DE DESMINADO HUMANITARIO EN LA CORDILLERA DEL CNDOR (Development of Capabilities for the Conduct of Humanitarian Demining Operations in the Condor Mountain Range)

Abstract

The 1995 Cenepa Conflict between Ecuador and Peru resulted in the planting of antipersonnel mines in the Condor Mountain Range. These minefields continue to pose a problem because Peru wants to comply with the provisions of the Treaty of Ottawa. The difficulty of operating in this region is exacerbated by such factors as difficult terrain, climate, and the meteorological conditions which negatively impact humanitarian demining operations in the area (ODH in Spanish). Although such external factors cannot be modified or forecast and can affect operations adversely at any given time, other factors which could impact the effectiveness of these operations, such as doctrine, organization, training, materiel, leadership, personnel, and infrastructure, could be modified. Thus, one must ask: What type of capacity development model should be adopted by the Peruvian Army in order to achieve modernization and efficiency in the conduct of humanitarian demining operations in the Condor Mountain Range? This research identifies gaps in military capabilities and the need to recognize them in order to develop the requisite capabilities that would allow a more effective execution of humanitarian demining operations and thus meet the nations international obligations. Nonetheless, this must be done within the possibilities offered by the available economic resources.
