Development of a Career Path for Non Commissioned Officers in the Army of the Dominican Republic

Abstract

The category of non-commissioned officer has been recently established with legal authority in the armed forces of the Dominican Republic. This is a great step in meeting the current needs and requirements of the organization. Despite the fact that the term non-commissioned officer had always been used to describe the highest ranking enlisted personnel in the various services, the creation of a new career path reinforces the importance of the corps of non-commissioned officers and intends to prepare them to assume leadership positions at all levels while freeing officers to focus more effectively on broader issues and on leading their units. Upon this legal basis, the Dominican Army must establish the necessary conditions that would allow the proper implementation and development of this career path within the resources currently available and with a limited understanding of the role of non-commissioned officers in order to meet the current needs of the organization. This is why this thesis begins with the question: What type of action plan must the Army of the Dominican Republic implement in order to develop a career path for non-commissioned officers? This research focuses on proposing a developmental plan for the non-commissioned officer career path so that the army may adopt it and, in doing so, better develop its human talent effectively in order to develop a competent corps of leaders capable of competent and values-based leadership at all levels of the institution.
