Design of a Competency Administration Toolset (CAT)

Abstract

The project budget, schedule, and manpower management practices currently used within the Naval Air Systems Command (NAVAIR) rely heavily on manual data extraction and processing, which is perceived to be inefficient in both time and cost. The purpose of this systems engineering project was to design a web-based system that collects, collates, and formats financial, schedule, and status information for multiple projects, making it easier and quicker for different levels of management to access project information and make decisions. The proposed software system is referred to as the Competency Administration Toolset (CAT).To design CAT, the team followed a modified version of the Unified Process life cycle. By following this process, the team was able to work frequently with stakeholders to define system requirements and receive feedback. The products of this analysis included an interactive proof-of-concept graphical user interface (GUI) and multiple systems engineering artifacts, including user stories, use cases, requirements documentation, and a functional architecture. The projects stakeholders approved the final versions of these products. It is envisioned that the stakeholders software development teams will use the design artifacts to fully develop and operationally deploy the CAT system at a later date.
