Abstract

In Blue Harvest: Evaluating Human Capital Management Policy for the 21st Century Air Force, Murray examines the human capital management system known as Up-or-Out, with an eye toward evaluating the systems merit to the services effectiveness in the twenty first century. The author limits the analysis to Air Force line officers in the ranks of captain through colonel. The discussion begins with a history of the development of the current system and its intended benefits. Next, the author points out potential consequences, to include both morale and fiscal costs, engendered by the current system. Then, by examining human capital management systems of US allies and industry, as well as alternatives proposed by external researchers, the author indicates best practices not in use by the Air Force. The thesis concludes with recommendations for principles which should be inherent in a new human capital management system.
