The Assistant Secretary of the Army (ASA) Manpower and Reserve Affairs (M and RA) - Organizational Capacity Planning (OCP)

Abstract

CAA conducted an independent assessment of the current state of manpower strength of the Assistant Secretary of the Army (Manpower and Reserve Affairs) (ASA (M and RA)) and DCS, G-1 workforce. To perform the assessment, data were provided by management to determine the manning risk levels unique to functions performed by each sub-organization, then compared with data collected from personnel. A sigmoidal relationship between full-time equivalents and coverage was assumed to assign relative values associated with resource changes. This model can be refined over time with repeated execution of the study's methodology
