Establishing Gender Neutral Physical Standards for Ground Combat Occupations: Volume 2. A Review of the Military Services Methods

Abstract

Although the role of women in the military has been gradually expanding since World War II, women have been banned from serving in specialties and assignments that involve direct combat on the ground during much of this period. However, on January 24, 2013, Secretary of Defense Leon Panetta and Chairman of the Joint Chiefs of Staff GEN Martin Dempsey sent a memo to the military services rescinding the1994 Direct Ground Combat Definition and Assignment Rule (herein called the ground combat exclusion policy) and announcing the intention to integrate women into occupational fields to the maximum extent possible as of January 2016 (Panetta and Dempsey, 2013).
