Globally Integrated Exercises: Optimizing Joint Force C2 Structure

Abstract

Increased complexity among emerging challenges in the strategic environment requires adjustments in how the United States prepares for futurechallenges.1 Chairman of the Joint Chiefs of Staff (CJCS) General Joseph F. Dunford, Jr., recognizes not only the complexity of the environment, but also the challenges the joint force faces responding to them.2 A primary challenge, revealed in a brief examination of the joint forces history, is creating a clear approach toward global integration to enhance Department of Defense (DOD) strategic planning and execution.
