Abstract

Due to the course change that Germany has undergone in recent years with the energy transition, it is assumed that the probability of large-scale blackouts and smaller power outages increases sharply. For example, public institutions such as hospitals, police or fire departments already have emergency plans and care systems in the event of a blackout to continue to fulfill their function.
