Abstract

This report examines U.S. Army security cooperation (SC) processes in the U.S. Pacific Command (USPACOM) area of responsibility (AOR).The goal of the report is to forge a better link between strategic and tactical levels in the planning and execution of SC activities so as to achieve the United States shaping goals in the theater.
