Realigning the Stars: A Methodology for Reviewing Active Component General and Flag Officer Requirements
Abstract
In line with its oversight role, Congress regularly conducts periodic reviews of the laws that govern the management and provision of general and flag officers (G/FOs). Generally, legislators utilize the annual National Defense Authorization Act (NDAA) as the vehicle to exercise their authority over Department of Defense (DoD) personnel matters. Indeed, the FY 2017 NDAA reduces G/FO authorizations by 110, with implementation to be completed by December 2022. The NDAA further directs the Secretary of Defense to undertake a study with goals of evaluating the justification for each G/FO requirement, identifying a further 10 percent reduction in G/FO authorizations, and planning for these cuts.
