Revolutionizing the Acquisition Process at the Naval Surface Warfare Center, Indian Head Division

Abstract

In December 1995, the Acquisition Quality Management Board at the Naval Surface Warfare Center, Indian Head Division appointed a project team to "reengineer" the simplified acquisition (small purchase) process using a Business Process Reengineering model adapted from Texas Instruments. The project consisted of four phases: Phase I, Project Initiation; Phase II, Current Process Understanding; Phase ill, New Process Design; and Phase IV, Implementation. This report documents the results, findings, and recommendations for the first three phases of the project It also is intended to serve as a guide to future reengineering teams that may want to use this Business Process Reengineering model.
