Measuring Performance Within Anti-Gang Task Forces in Texas
Abstract
The purpose of this research is to examine how the six Texas Anti-Gang (TAG) task forces measureperformance and other goal-setting mechanisms to counter the threat posed by gangs and determine waysmeasures and mechanisms can be improved. Using research from journals, U.S. government reports, andopen sources, this thesis uses a policy analysis to examine TAG documents, policies, and processes andcompare these with benefits and challenges from other gang task forces. The thesis identifies models andframeworks used by law enforcement and the business sector to measure performance in the TAGs. Thesis findings include a proposal to use a logic model and the objectives and key results framework for setting goals and measuring performance. The implementation of this recommendation should yield a TAG structure with quantifiable and reliable metrics of success that optimize the capabilities and resources of all participants.
