Making Sense of the Unknown: The AEF in Siberia

Abstract

This monograph examines the methods utilized by Major General William S. Graves and the American Expeditionary Force in Siberia to develop a greater understanding of their operational environment in Eastern Russia from 1918-1920. American troops had less than a week from notification to deployment in a conflict they were neither aware of nor prepared for. That problem, of operating in an unknown environment, is a concept touched upon by the most recent Army Operating Concept, TRADOC Pamphlet 525-3-1, Win in a Complex World: 2020-2040. It states that future conflicts will occur in operating environments with an unidentified geographic location, unknown enemy forces, and unspecified coalitions. Viewing the experiences of the AEF in Siberia through the current Army analytical framework of operational variables and PMESIIPT, this study seeks to identify methods of overcoming uncertainty for future expeditionary forces during rapid deployments.
